NTP assumes that the time it takes to send a packet and receive a reply is the same. For example, if a packet takes 10 milliseconds round-trip, NTP assumes it took 5 milliseconds each way and adjusts the clock accordingly. But on real residential internet connections, upload and download speeds are often very different.
